Our impact
HR Policy Transformation
Australian Government agency
Following significant machinery-of-government changes, a government agency became independent and inherited an HR policy framework misaligned with its new structure, mission, and specialist workforce needs. A new Enterprise Agreement (EA) introduced updated employment entitlements, prompting the need for a comprehensive review and transformation of the agency’s HR policies and processes.
The agency engaged Ora, whose team brought deep expertise across HR advisory, employment legislation, WHS, diversity and inclusion, and

public sector governance. Using a three-phase methodology, discover, develop and deliver, Ora conducted a stocktake and review of existing policies, consulted widely across the agency, and identified key workforce challenges and cultural concerns. These insights shaped the prioritisation and development of a revised policy suite aligned with Commonwealth legislation, APSC guidance, and the agency’s operational context.
Ora redeveloped and streamlined over 40 existing policy guides and artefacts into 32 revised policy guides and supporting artefacts.
The artefacts ensuring clarity, legal compliance, and relevance to the agency’s diverse workforce. Supporting materials such as fact sheets and case studies were created to aid understanding and application. Ora also redesigned the consultation process, refined policies based on feedback, and improved service delivery tools including templates and checklists. Additionally, the HR Delegations Instrument was redeveloped to reflect the agency’s actual authorising environment, replacing outdated legacy structures.

Culture and values activation

A national regulator engaged Ora Advisory to refresh their organisational values and translate them into lived behaviours. We designed a human-centred engagement process that saw more than 80% of employees participated through surveys, virtual forums, leadership workshops and small-group sessions, giving us a rich picture of the agency’s cultural strengths, barriers and aspirations.
We translated these insights into values recommendations and an underpinning behavioural framework that clearly defined how values should be demonstrated in day-to-day work. To support activation, we developed a measurement and evaluation approach as well as a practical implementation roadmap.
The agency now has a values and behaviour framework grounded in the experience and insights of its employees – and clear pathways for leaders and teams to bring culture to life.
