Our impact
Program management
Australian Government department
An Australian Government department launched an ICT transformation program to modernise outdated enterprise operational systems and strengthen data integrity, following audits that identified urgent risks. Tranche 1 delivered core platforms using an outsourced waterfall approach. Tranche 2 commenced in July 2023, shifting to an agile, insourced delivery model aligned with the Australian Government’s Digital Service Standard, laying the foundation for future-ready operational management systems.

To support Tranche 2, the department engaged Ora Advisory to design a compliant program management approach for concurrent delivery of the program and organisational national events, and to provide strategic program management support to scale delivery, ensure timely execution, and realise intended benefits. The Ora team led this work through a series of structured work packages, applying agile, Six Sigma, and Prince2 methodologies and engaging extensively with stakeholders across the business and program.
Ora streamlined 42 solutions into 8 work packages, scoped initial deliverables, and established multidisciplinary teams (MDTs) to pilot the program management approach. The team later scoped remaining packages, identified key benefits and risks, and refined resourcing and cost models. Planning was reviewed quarterly to respond to business reprioritisation and risks, and processes were aligned with the department’s CIO Division to improve prioritisation and integration with BAU and corporate projects.
Ora developed and matured key management frameworks including a governance model, matrix management structure, Agile playbook, and delivery framework. Enhancements included a refined change request process, updated delivery lifecycle definitions, and improved transparency through shared workforce plans and director-level coordination. Performance and quality management were strengthened through improved executive reporting, a RAIDD board, real-time DevOps integration, and capability-building across MDTs.
The team also collaborated on quality assurance, defining a three-lines-of-defence model and supporting Gateway Reviews. Following the release of the Australian Government’s Benefits Management Policy in August 2024, Ora aligned program benefits work with the new policy, supported monitoring through evidence-based reporting, and participated in regular benefits workshops. Ora’s expert delivery has helped the department progress toward a modern, resilient operational management system.

Office co-location project management
Australian Government agency
A government agency sought to reduce operational costs by consolidating its accommodation footprint from three sites into a single new location. The project was complex, with a strict deadline tied to lease expiry dates. As an organisation with a high operational tempo, the project faced many complexities and dependencies including shared ICT services, subtenancy with another department, and third-party construction and fit-out. Ora Advisory was engaged to ensure the project was delivered on time and staff were supported throughout the transition.
Ora adopted a 6-stage, iterative approach to manage the project’s complexity. During initiation and initial planning, our team defined objectives, reviewed contracts and policies, created stakeholder registers, and established communication protocols. They aligned construction and relocation schedules, facilitated cross-agency information requests, and developed a reporting framework and risk management system to support detailed planning.
Throughout delivery, the Ora team oversaw construction and fit-out, led assurance activities, and facilitated workshops to resolve issues such as fire egress compliance, WHS concerns, and security risks. They managed contract variations, including the late-stage engagement of an AV provider, and supported the sponsor with ministerial briefings and internal reporting. Our change and communications manager delivered a series of change activities including developing and coordinating executive communications, newsletters, and staff engagement forums. During relocation, the Ora team coordinated the move, supported staff setup, triaged post-move issues, and managed defect resolution. They ensured WHS and ICT specialists were available, logged warranties, and oversaw security sign-off.
In the project closure, the Ora team facilitated a post-implementation review, produced a final report, and handed over responsibilities to the agency’s property team. Due to Ora’s expert project and stakeholder management, the relocation was completed ahead of lease expiries, within budget, and with minimal disruption to operations. The agency achieved cost savings, maintained compliance, and their staff felt supported throughout the change. The agency’s property team successfully assumed ongoing management responsibilities after the Ora team completed the final handover.
